The Himalayan Education and Development (HEAD Nepal) is a non-profit making, a local non-governmental organization working for empowerment and overall development of people with disabilities in the Himalayan region of Nepal. It is the only one leading and pioneering organization in the field of persons with disability in Humla district. With technical partnership with Mission East and financial support from Center for Church Based Development (CKU), HEAD Nepal is implementing the project entitled “Towards improved Freedom of Human Rights in a more inclusive Society of Humla” in Simkot and Namkha Rural Municipalities of Humla district for 2 years, from 1 September 2023 to 30 August 2025. This project aims to empower the discriminated and vulnerable members of the society including people with disabilities to exercise their human rights leading to their participation in social and economic life, by creating awareness and understanding on the importance of all human rights, reducing of discrimination and prejudice against marginalized individuals or communities and  Empowering marginalised groups and enabling them to freely express their beliefs, and to participate on equal terms with majority through support in social and economic participation in the society of Humla. In this regard, HEAD Nepal is seeking innovative, self-motivated and dynamic personnel for the following position.

Key Tasks and Responsibilities

Qualification and experience

Project Coordinator, Based in Simkot and frequent travel to the field to Namkha RM of Humla

  • Lead overall project and activity implementation.
  • Increase in active participation of discriminated and vulnerable individuals including PWDs in social activities in Humla.
  • Increased awareness and understanding of importance of human rights.
  • Empower and enable marginalized communities to freely express their belief and to participate on equal term with majority through support in social and economic participation in the society.
  • Facilitate/support and coordinate/organize training to PWDS, their families and other marginalized communities on their human rights and capacity building.
  • Coordinate with the project partners, relevant CSOs, government representatives, community leaders, teachers, and other stakeholders regarding project implementation.
  • Support/coordinate with the community facilitators on community mobilization, disability registration, capacity building, awareness raising, sessions on human rights, advocacy actions and livelihood activities etc.
  • Conduct advocacy and lobbying activities at local and district levels to promote human right and form alliance of CSOs and relevant stakeholders.
  • Lead, conduct, and facilitate livelihood options and IGA, support for market linkage, business registration, formulating saving groups/cooperatives, providing training on cooperative and saving credit management etc.
  • Prepare and disseminate accessible awareness materials to people with disabilities and local level authorities
  • Build rapport and coordinate among the relevant stakeholders to promote the human rights of people with disabilities and other marginalized communities
  • Coordinate/facilitate emerging human rights activists to promote human rights in local and provincial level and help them to build and strengthen their network and coalition among different stakeholders. 
  • Ensure effective and timely implementation of the planned and approved activities and strategies in the targeted RMs
  • Maintain close and regular contact with relevant line agencies and stakeholders at Ward, RM and district level
  • Take responsibilities to manage database system for project beneficiaries
  • Collect and compile field-based data and activities implemented at field and report to management committee and concerned partner and donors.
  • Collect, prepare and document case studies, success stories and best practices for dissemination
  • Take a responsibility in field activity observation, monitoring and supervision
  • Support any other activities as assigned by the Executive Director and partner focal person
  • Bachelor Degree with At least 5 years or master degree with at least 2 years of experience in relevant field, longer experience will find advantage.
  • Good understanding of local, national and international laws related to human rights including rights for PWDs.
  • Having strong knowledge about Human Rights including rights to freedom of religion and belief
  • Proven experience in coordination, reporting, field mobilization, delivering training, and influencing advocacy initiatives.
  • Good experience of working with people with disabilities will find additional advantage.
  • Having ample experience working on livelihood and IGA will given extra priority.
  • Good skills on use of social medias and digital platform
  • Strong verbal and written communication skill on both English and Nepali language.
  • Excellent computer skills, especially on Microsoft Office package and Internet applications.

Community Facilitator, based in the field, (Simkot and Namkha RMs of Humla)

  • Responsible for the overall community mobilization to implement the human rights, advocacy and awareness raising program/activities.
  • Facilitate community meetings, dialogues, empowerment, and governance, and document evidence and lessons learned.
  • Participate/facilitate public campaign, awareness raising program and advocacy related activities and disseminate the communication materials in the field
  • Support remaining PWDs for their registration to access identification cards, benefits and services.
  • Provide training for PWDs, their family and other marginalized members on human rights including disability rights.
  • Organize/facilitate/support to provide training/workshop for local government, CSOs, teachers, community leaders on human rights, including disability rights and policies.
  • Coordinate and facilitate PWDs, their family and other targeted people on IGA, market linkage, business registration, saving credit and cooperative management etc.
  • Draft activity and other reports as per the project requirements.
  • Communicate regularly to the Project coordinator and Simkot office and provide update on field activities, discuss any challenges, problems, issues, complaint, and risk raised in community/field.
  • Provide facilitation and establish strong rapport with ward and rural municipalities’ stakeholders and community people. 
  • Participate in assessments, monitoring, and information and data collection activities.
  • Maintain close and regular contact with relevant line agencies at ward and rural municipalities.
  • Support Project Coordinator/Project officer to manage database system for project beneficiaries
  • Collect and document case studies, success stories and best practices for dissemination.
  • Intermediate/10+2 in any discipline, and higher academic degree will find advantage.
  • Candidates with 2 years relevant job experience will be given additional preference.
  • Good English and Nepali writing speaking and computer skills will be preferred.

Finance Associate, based in Simkot and frequent travel to  field (Simkot and Namkha RMs)

  • Keep accurate records for daily financial transactions and ensure on relevant supporting documents.
  • Timely collection & payment of bills and settlement of advance, liabilities and receivables
  • Prepare and submit monthly, quarterly and annual financial reports to Finance Officer
  • Prepare balance sheets
  • Reconcile monthly bank statements
  • Assist in budget preparation
  • Coordinate with Programmed staff for review of monthly budget vs expense and other financial issues
  • Cash Management 
  • Deduct and deposit tax as per government rules and regulations
  • Update and prepare periodic asset report.
  • Maintain Staff Personal File
  • Keep record of monthly time sheet and leave
  • Involve in procurement process, negotiate with external vendors to secure advantageous terms for the organization, purchase request, ordering of necessary goods and services and assist in finalize purchase details of orders and deliveries
  • Performing day-today administrative tasks
  • Support/assist community facilitators in finance related field works and visit in the field when necessary
  • Assist the Admin/Finance Officer in administrative and financial tasks in the organization
  • Working closely with HEAD Nepal management, as well as finance team and perform any other tasks assigned by finance officer.
  • Intermediate/10+2 in any discipline, and higher academic degree will find advantage.
  • Candidates having finance/account background will find additional advantages.
  • Candidates with 2 years relevant job experience will be given additional preference.
  • Good English and Nepali writing speaking and computer skills will be preferred.

The monthly remuneration and other benefits of the above positions will be negotiable based on candidate’s qualification and experience; however, it will not go above as provisioned in the project. The successful candidates, Project Coordinator and Finance Associate are expected to join the project from 1st October 2023 and the Community Facilitators are expected to join the project from the 1st January 2024.
